With export cargo, for example, it includes the allocation of a vessel, arrangement of packaging, provision of necessary documents, delivery to the free-trade zone, export customs clearance procedures, loading into the container, and delivery to the container yard. Hazardous cargo must be transported safely by the customer (shipper/consignee) and shipping company (carrier) in compliance with various rules and regulations in Japan and overseas.

【Fire Service Act】
Any facility that stores and handles hazardous materials is required to obtain permission and approval from the relevant administrative agency for its location, structure, and equipment/systems. National laws generally permit storage and handling of larger volumes of hazardous materials, than local fire prevention ordinances enacted by cities, towns, and villages.
【Ocean transport of hazardous cargo, and storage rules and regulations】
Hazardous cargo is transported by vessels under Japanese rules and regulations based on the international Safety of Life at Sea (SOLAS) Treaty and International Maritime Dangerous Goods (IMDG) Code. Those rules and regulations stipulate every detail of the precautions for handling hazardous cargo, such as containers, packaging, labeling, loading procedures, and container storage.
